Hoà ước gồm 12 khoản, theo đó, 3 tỉnh Biên Hòa, Gia Định, Định Tường và hòn đảo Côn Lôn (Côn Đảo) được nhượng cho Pháp (khoản 3 Hoà ước) ; triều đình phải trả cho Pháp và Tây Ban Nha một khoản bồi thường chiến phí là 4 triệu piastre trong 10 năm, mỗi năm 400.000 đồng (quy ra bạc là 288 nghìn lạng – khoản 8 Hoà ước) ; đổi lại, người Pháp sẽ trả lại tỉnh Vĩnh Long cho triều đình Huế, nhưng kèm theo điều kiện kèm theo là triều đình Huế phải có giải pháp chấm hết những cuộc khởi nghĩa chống lại người Pháp ở những tỉnh (khoản 11 Hoà ước).
